J109 / Toh Guan, Jurong Town Hall & Pandan Reservoir - A 2024 progress report

We're into phase 2 of the Jurong Region Line (JRL) 2024 progress report. Before we jump into all the details for contract J109, here are some of the previous contracts that we've reported on for the year:


Moving onto contract J109 proper, some of the milestones that the contract has seen this year includes the completion of casting of concourse level crossheads at Toh Guan station and the commencement of viaduct segment launching at Jurong Town Hall. This contract is a little less advanced in terms of progress as compared to contract J108, but nonetheless has been making steady progress as well. All the details after the jump.

JE4 - Toh Guan
The first of three stations to be built under the contract, Toh Guan station has seen its station structure begin to take shape after a lengthy amount of time spent on the station's foundations. Due to a tight worksite in the median of a road sandwiched by the existing North-South Line viaducts on one side and housing blocks on the other, road closures had to be effected this year to allow for the delivery of formwork for the station's concourse level crossheads. Several closures began around the middle of the year, lasting up to November, when the final formwork was delivered to site.

With the formwork delivered and crossheads mostly cast, work also began on the construction of the concourse level. Precast beams were installed and decking placed on top before a final layer of concrete was added to cast the slab. The rough locations of the escalators on the south side of the station can be seen thus far.

The viaduct approach on the north side of Toh Guan station includes the long span crossing over the Pan Island Expressway (PIE). The expressway is the mostly commonly crossed expressway by the line, with a total of 4 separate crossings in 3 different sections. Work through the year has seen the commencement of viaduct span launching from the PIE median while the viaduct segments on the northern approach to the crossing were mostly completed.

After the crossing, the line moves to run above Jurong East Central. Most of the viaduct piers here have been completed, except for one final pier whose column had yet to be constructed. Crosshead construction was beginning for the remaining piers towards the end of the year.

the viaduct pier columns were completely constructed up to crown level.

Viaducts to the south of the station will bring the contract to its boundary with neighbouring contract J120 at the Jurong East junction. At the junction, work had progressed on the viaduct pier column located between the two viaducts of the existing East-West Line, reaching up to the crown level. Viaduct pier construction works were also taking place along Jurong East Central between the junctions with Boon Lay Way and Jurong East Street 21.

JE6 - Jurong Town Hall
The second station under the contract at Jurong Town Hall, at the eastern end of the former Jurong Country Club near the International Business Park, has seen the station structure grow from the street level columns to the platform level. The northern half of the station is slightly more advanced in progress than the southern half, with the viaduct spans already connecting to the station building here. At the southern end, works were still focused on extending the platform level from the centre section southwards.

Viaduct span construction began in the second half of the year, with the launch of the first launch gantry under the contract. As of the time of writing, approximately 6 spans had been completed (3 on Tengah-bound, 2 on Pandan Reservoir-bound), with a 7th underway. A second launch gantry was in the midst of pre-assembly work on site.

JE7 - Pandan Reservoir
Over at the final station under the contract, the station building has made decent progress in the latter half of the year. Most sections of the station work are now focused on the concourse level, where the columns had barely appeared at the beginning of the year. Viaduct piers south of the station also have shown tremendous progress, with some beginning to receive their crowns atop of the columns.

The overrun tracks are also beginning to take shape with the viaduct piers here undergoing crosshead casting works. The design at the end incorporates a turnout point for future use, whose function completely stumps us. Perhaps it may be used to reroute the track in future? With the crossheads in place, it is possible to see the three parallel rows of viaduct spans that will run the length of the overrun along West Coast Road, incorporating a cripple siding within.

Just north of the station stand 6 viaduct piers. For the longest time, these stood as columns without their crowns but have begun receiving them towards the end of the year. The 6 piers will soon be joined by a 7th that is currently beginning to emerge from the ground.

2024 was a year of progress for the contract with viaduct piers, viaduct spans and station buildings all taking shape along the contract's length. 2025 will bring more of the same, but as though the contract has gone on steroids, with the lifting & deployment of the second launch gantry and more viaduct spans being launched. We look forward to a productive 2025 for contract J109!
