JRL3 - Tender process begins & J106 update

On 30 August 2019, the Land Transport Authority kicked off the tendering process for the third and final phase of the Jurong Region Line. Contract J113 for the design and construction of Nanyang Gateway and Nanyang Crescent stations with associated viaducts was released for tender. With a tentative closing date of 20 December 2019, interested parties that have been pre-qualified will have approximately 4 months to submit bids for the project. The deadline for submissions, however, is likely to be extended based on experience with other similar contracts. Contract J113 is due for completion by 30 December 2027, in time for the JRL's phase 3 operations in the following year, 2028.



Additionally, the tender for contract J106 for the design & construction of Boon Lay interchange for the JRL was recently closed. The contract was bid for by a total of 6 contractors which includes a mix of seasoned and first-time bidders.

Among the new entrants to MRT construction projects are China Communications Construction Company Limited and Lotte Engineering & Construction Co Ltd, the latter being part of a joint-venture with Tiong Seng Contractors. Tiong Seng was formerly involved in the Downtown Line (DTL) project and is currently working on Great World station on the Thomson-East Coast Line (TEL).

Other experienced bidders include China State Construction Engineering Corporation (Geylang Bahru & Kaki Bukit station on the DTL; Keppel & Cantonment stations on Circle Line stage 6), Gammon Construction Limited (Chinatown interchange on North East Line & DTL, Mayflower & Havelock stations on TEL), Shanghai Tunnel Engineering Co (Newton interchange on DTL, Gul Circle on the Tuas West Extension and Shenton Way, Katong Park & Bayshore stations on the TEL) and Sato Kogyo Pte Ltd (Jurong East Modification Project, Lorong Chuan on the Circle Line and Bedok North, Matter & Bencoolen stations on the DTL).

With the tender of contract J113 and closure of tender for J106, the JRL project is another step closer to construction and eventual operation.
