Contract tendering update - J102, J103, J110 & J106

The contract tendering process for the Jurong Region Line (JRL) civil contracts began last October with the release of tender for contract J101 for the construction of the depot to be located in Tengah. Since then numerous other tenders have been floated, of which the tenders for 3 contracts have been closed - contracts J102, J103 and J110.

Contract J102 is for the construction of Choa Chu Kang, Choa Chu Kang West and Tengah stations on the JRL. It also includes addition & alteration (A&A) works to the existing Choa Chu Kang station on the North South Line. Tender for this contract closed on 22 February and a total of 10 contractors have made bids.

Contract J103 is for the construction of Hong Kah and Corporation stations, possibly including the reception tracks to the Tengah depot. Tender for this contract closed on 13 March and was responded to by 8 contractors.

Contract J110 is for the construction of Jurong East station on the JRL and includes A&A works to the existing interchange station. This tender closed on 20 March and only had 2 respondents - possibly due to the complex nature of the project and the extensive scope which will see the station being built next to two existing, operational lines. In some renders seen, we understand that the JRL line will have to over-cross the existing East West Line (EWL) as it approaches the station.

Additionally, the Land Transport Authority (LTA) floated the tender for contract J106 yesterday. This contract is for the construction of Boon Lay station and includes A&A works to the existing EWL station. The tender for this contract is currently due to close on 13 June, barring any requests for extension from potential bidders.

An interesting point of note is the delivery date for the contract, which is 30 March 2026. This normally indicates a date by which the physical structures must be handed over to the client, in this case LTA. It represents that the construction work is essentially over and in a sufficient level of completion. Comparing to the date of completion for the Downtown Line stage 1's stations of 30 September 2013, it can be predicted that the JRL would likely commence operations in mid-2026 to the second half of 2026, barring any further updates to the dates of delivery for contracts on the first phase of the line.
